Incentive Program for Behavioral Health Integration

Application Due January 21, 2020

To positively impact mental health care delivery, the Department of Health Care Services (DHCS) is using Proposition 56 funds to create the Value-Based Payment Behavioral Health Integration (BHI) Incentive Program. The program aims to improve physical and behavioral health outcomes, care delivery efficiency, and the patient experience by establishing or expanding fully integrated care into provider networks.

Providers must apply to participate and are required to submit a signed application to CalOptima by Tuesday, January 21, 2020 by 5:00 p.m. PST. CalOptima will review the material and inform applicants about participation decisions by March 18, 2020.

Update #1

On March 30, 2020, DHCS notified CalOptima that the Behavioral Health Integration – Incentive Program (BHI-IP) implementation date has been deferred to July 1, 2020 with determination letters being issued no later than June 1, 2020. BHI-IP program years will be adjusted to reflect the new program period: PY1 July 1, 2020 to December 31, 2020; PY2 January 1, 2021 to December 31, 2021; and PY3 January 1, 2022 to December 31, 2022. Additionally, PY1 funding requests will be adjusted to reflect the change in the PY1 program period.

Update #2

On May 29, 2020, DHCS provided the following guidance to CalOptima: “Per the May Revision [of the Governor’s Budget], Proposition 56 adjustments have been proposed. The May Revision proposes to shift funding from many programs to support growth in the Medi-Cal program compared to the 2016 Budget Act. In light of these circumstances, the Behavioral Health Integration program is on hold until further notice.”

  • If you are applying for multiple projects, please create separate applications within the GMS for each;
  • Please upload documents and separate budgets per project into the GMS; and
  • Please submit completed Memorandum of Understanding for each project.
