Brigette Hoey

As Chief Human Resources Officer, Brigette Hoey oversees all of CalOptima’s human resources (HR) functions, including recruitment, compensation, benefits, training and development, workers’ compensation, and employee relations. Further, she develops HR strategies aligned with the agency’s mission and ensures compliance with all federal, state and local laws impacting employment-related activities. Hoey leads an HR team focused on cultivating a culture of quality performance, customer service and accountability. She has more than 35 years of public sector experience, and prior to joining CalOptima, she was human resources director at the Orange County Fire Authority and also held several HR leadership positions at the City of Anaheim. Hoey earned a bachelor’s degree in recreation administration from California State University, Long Beach, and a master’s degree in public administration from California State University, Fullerton.
