How to Do Business With Us

CalOptima vendors

As a public agency, we have an open, competitive and fair procurement process. This ensures we provide goods and services at the best value, while remaining an effective and prudent steward of public funds. We maintain a list of our open Requests for Proposals and Requests for Quotations (RFPs and RFQs) for vendors to review. If you would like more information about becoming a CalOptima vendor, please contact the Purchasing department at 714-246-8660.

Register as a Vendor CalOptima processes all competitive bids via BidSync. You must register with BidSync to participate in a bid. We do not accept proposals outside of this process. To view current bids or to participate in upcoming bids, begin by registering with BidSync on the CalOptima website. Registration is free.

Open Bids CalOptima partners with BidSync to provide bid and proposal solicitation, publishing, notification, and electronic processing services.

Policies and practices

Purchasing policy

The CalOptima Purchasing department is committed to maintaining an open, competitive and fair purchasing process. We purchase according to our purchasing policy dated March 2012, a copy of which is available upon request.

Purchase orders

A purchase order is required for all goods ordered or services provided. A CalOptima purchase order number must appear on all shipments, delivery paperwork and/or invoices. All orders are to be shipped Free on Board (FOB) destination, unless otherwise specified on the purchase order. All invoices should be sent via email to accountspayable@caloptima.org.  

Terms and conditions

The terms and conditions printed, written and/or typed on the front and back of the purchase order are important to our Purchasing department. Please click here to view CalOptima’s standard terms and conditions.

Gifts and entertainment

CalOptima policy prohibits vendors from offering gratuities, premiums or other incentives to any CalOptima employee under any circumstance.

Deliveries

All items are expected to be delivered by or on the agreed-upon delivery date listed on the purchase order or contract. Unless otherwise notified, all deliveries to CalOptima should be made to 505 City Parkway West, Orange, CA 92868.

Surplus Equipment Available

From time to time CalOptima offers lots of surplus facilities equipment for bid. For more information on the contents of the lots of surplus facilities equipment, or to place a bid, please contact gthomas@caloptima.org.
