CalOptima is led by an Executive Management Team with decades of health care experience and a lifetime commitment to improving the health of our community. Together, they have established CalOptima as one of the most respected public agencies in the country and have earned statewide and national attention for their success in providing health access to Orange County residents.

Michael Schrader

Michael Schrader

Chief Executive Officer

As Chief Executive Officer, Mr. Schrader works collaboratively with the Board of Directors to set the organization’s strategic vision and ensure its successful implementation. He oversees all aspects of the organization and maintains positive working relationships with member, provider and community representatives as well as federal, state and county agencies. He serves on the boards of the California Association of Health Plans and the Local Health Plans of California. He has more than 20 years of executive leadership experience for managed care plans in California and Massachusetts. Prior to CalOptima, he was the Chief Operating Officer for Boston Medical Center HealthNet Plan and the Chief Operating Officer for CenCal Health in Santa Barbara. His bachelor’s degree is in aerospace engineering from the University of Arizona, and he has a master’s degree in business administration from the University of California, Los Angeles. Mr. Schrader has been Chief Executive Officer of CalOptima since December 2012.

Gary Crockett

Gary Crockett

Chief Counsel

As Chief Counsel, Mr. Crockett oversees all CalOptima legal matters. In his role, he provides advice and legal counsel to the CalOptima Board of Directors and its advisory committees, and to senior management. Mr. Crockett addresses a wide array of activities and topics, including public agency, board administration and governance issues, as well as various health care and general legal matters. Prior to joining CalOptima in 2004, Mr. Crockett was a staff attorney for Presiding Justice David G. Sills of the California Court of Appeal. He also worked in private practice at the law firm of Woodruff, Spradlin & Smart. Mr. Crockett has more than 15 years of experience in professional and management positions, primarily in corporate finance and financial services, including financial reporting and analysis, capital budgeting, credit analysis, divestments, and mergers and acquisitions. Mr. Crockett is licensed to practice law in California, New York and Washington, D.C., and has served as Chief Counsel since 2006.

Greg Hamblin

Chief Financial Officer

As Chief Financial Officer, Mr. Hamblin oversees all aspects of CalOptima’s finances. He is responsible for the day-to-day operations of all financial, budgeting, purchasing and accounting departments as well as all strategic efforts related to CalOptima’s long-term financial stability. Mr. Hamblin brings more than 35 years of financial management experience in public and private health care companies, having served primarily in managed care environments. He has extensive knowledge in rate development and risk analysis, working directly with state regulators to ensure program sustainability. Before joining CalOptima, Mr. Hamblin was vice president of finance for Molina Healthcare Inc. Prior to that, he was CFO for Molina Healthcare of California, where he gained experience in multiple lines of managed care business, including Medi-Cal, Dual Eligible Special Needs Plans and Medicare-Medicaid Plans. Mr. Hamblin holds a bachelor’s degree from Illinois Wesleyan University.

Richard Helmer, M.D.

Chief Medical Officer

As Chief Medical Officer, Dr. Helmer oversees CalOptima’s medical care delivery system, including development and implementation of strategies, programs, policies and procedures. He is responsible for leading key CalOptima departments, including Clinical Operations, Utilization Management, Case Management, Long-Term Support Services, Behavioral Health, Enterprise Analytics and PACE. A dedicated advocate for quality health care, Dr. Helmer is a surveyor for the National Committee for Quality Assurance (NCQA) and serves on the NCQA Review Oversight Committee, which develops strategies and policies with NCQA staff. He ensures that CalOptima maintains quality standards as an NCQA-accredited health plan. Prior to joining CalOptima, Dr. Helmer held medical leadership positions at private managed care plans and a public agency, Central California Alliance for Health, a county organized health system. He is board certified in family medicine.

Ladan Khamseh

Chief Operating Officer

As Chief Operating Officer at CalOptima, Ms. Khamseh is responsible for oversight and day-to-day operations of several departments, including Customer Service, Information Services, Program Implementation, Process Excellence, Grievance and Appeals, Claims Administration and Coding Initiatives. She is charged with ensuring that those departments comply with all state and federal requirements as well as implement all Board-approved business strategies. Further, Ms. Khamseh champions key agency initiatives through her interactions with key stakeholders, including member advocates and community-based organizations. She was promoted to the Chief Operating Officer role from her position as Executive Director of Operations. She has been at CalOptima since its founding in 1995. Ms. Khamseh holds bachelor’s degrees in psychology and biology from University of Wisconsin, and a master’s degree in psychology from Illinois State University.

Len Rosignoli

Len Rosignoli

Chief Information Officer

As Chief Information Officer, Mr. Rosignoli provides leadership and oversight of CalOptima’s information technology programs and services in support of its mission. Mr. Rosignoli brings more than 25 years of experience in information technology, process improvement and project management. Prior to CalOptima, Mr. Rosignoli was the head of IT at the University of Arizona Health Plans in Tucson, Ariz., and he held IT leadership positions at Coventry Health Care and PacifiCare Health Systems. He earned his bachelor’s degree in business administration and management information systems from Indiana University of Pennsylvania.

Richard Bock, M.D.

Deputy Chief Medical Officer

As Deputy Chief Medical Officer, Dr. Bock works with the Chief Medical Officer in the oversight of CalOptima’s medical care delivery system, including development and implementation of strategies, programs, policies and procedures. He is responsible for leading several CalOptima departments, including Medical Data Management, Utilization Management, Quality Management, Case Management, Disease Management, Health Education, Pharmacy Management and Long-Term Care. A board-certified internist, Dr. Bock has served in a number of leadership positions, most recently as Chief Medical Officer at Molina Healthcare of California.

Dianna Hoffman

Diana Hoffman

Deputy Chief Counsel

As Deputy Chief Counsel, Ms. Hoffman has primary responsibility for the day-to-day operations of the legal department. With CalOptima since 2000, Ms. Hoffman serves as CalOptima’s primary contact with outside counsel on litigation and government claims matters. In her role, she provides advice and counsel to all operational departments on numerous topics, including health care and regulatory compliance, quality improvement, procurement, human resources, and provider contracting and operations. She also provides guidance on strategic initiatives and new program implementation. Ms. Hoffman is a cum laude graduate of Chapman University School of Law with an emphasis in tax law. She is a member of the California Bar as well as the U.S. Supreme Court Bar. Ms. Hoffman holds a bachelor’s degree in international affairs from Lafayette College and a master’s degree in national security studies from Georgetown University.

Candice Gomez

Candice Gomez

Executive Director, Program Implementation

As the Executive Director of Program Implementation, Ms. Gomez oversees a newly formed department focused on launching new programs and initiatives at CalOptima. She is responsible for implementing Medi-Cal expansion in January 2014 and for Cal MediConnect, a proposed demonstration health plan to coordinate care for people who have Medicare and Medi-Cal. Most recently, Ms. Gomez led the teams that launched Orange County’s first Program of All-Inclusive Care for the Elderly (PACE) and completed the transition of Medi-Cal members to the Community-Based Adult Services program. Prior to this role, she served as the Interim Executive Director for Seniors and Persons With Disabilities and Director of CalOptima Kids, operating the Healthy Families Program and Healthy Kids.

Tracy Hitzeman

Tracy Hitzeman, RN

Executive Director, Clinical Operations

As the Executive Director of Clinical Operations, Ms. Hitzeman oversees the Case Management, Utilization Management, Long-Term Support Services and Clinical Outcomes departments. Ms. Hitzeman brings more than 30 years of experience in the health care industry. She is a Registered Nurse and Certified Case Manager. Since 2009, Ms. Hitzeman has been dedicated to serving CalOptima members, facilitating coordination of medical services for members, initially as part of the Utilization Management team. She transitioned to the Case Management department where she worked to enhance CalOptima’s programs and implement OneCare Connect. Prior to joining CalOptima, she served as the Medical Operations Manager at Sedgwick Claims Management Services. Ms. Hitzeman received her nursing degree from Los Angeles County Medical Center School of Nursing.

Silver Ho

Silver Ho

Executive Director, Compliance

As Executive Director of Compliance, Ms. Ho oversees CalOptima’s regulatory and compliance functions to ensure that the organization meets all applicable statutory, regulatory and contractual requirements for all of CalOptima’s programs. She is responsible for overseeing CalOptima’s relationships with regulatory agencies, regulatory audits for all CalOptima programs, all internal and external compliance and auditing activities, ensuring compliance with privacy/HIPAA rules, and fraud, waste, and abuse (FWA) activities. Ms. Ho has more than 15 years of professional experience in health care, including health plan, Medicare Advantage, Medi-Cal managed care, and pharmacy benefit management. Ms. Ho was most recently the Director of Regulatory Affairs at CalOptima, and has previously also held positions with OptumRx(a subsidiary of UnitedHealth Group), the Centers for Medicare & Medicaid Services (CMS), PAREXEL, and The Lewis Group. She has a bachelor’s degree from Brandeis University, and a master’s degree in public policy from Georgetown University.

Michelle Laughlin

Executive Director, Network Operations

As Executive Director of Network Operations, Ms. Laughlin is responsible for overseeing CalOptima’s provider network, including management of provider contracting, provider relations and health network management. In addition, she manages CalOptima Direct and CalOptima Community Network, working closely with Orange County’s provider community to ensure effective partnerships so CalOptima can meet members’ needs. Ms. Laughlin has more than 20 years of managed care expertise on both the payer and provider sides. Prior to joining CalOptima, she oversaw managed health care as Senior Account Director of the Specialty Testing Group at LabCorp for 28 states. She also served as CEO of Axiom Health Alliance and as Vice President of Network Operations for Tower Health, a Medi-Cal managed care plan.

Sesha Mudunuri

Executive Director, Operations

As the Executive Director of Operations, Mr. Mudunuri ensures that CalOptima’s day-to-day functions of serving members and paying providers run smoothly. He is responsible for overseeing Customer Service, Grievance and Appeals Resolution Services, Claims Administration, E-Business and Coding Initiatives. Mr. Mudunuri has held multiple leadership positions in health care operations and has extensive process improvement experience. Prior to CalOptima, he was Corporate Vice President of Claims Administration, Information Technology and Analytics for New Directions Behavioral Health. He has also worked at Kaiser Permanente and Excellus BlueCross BlueShield. Mr. Mudunuri holds a master’s degree in electrical engineering from University of Texas, Arlington.

Phil Tsunoda

Executive Director, Public Policy and Public Affairs

As the Executive Director of Public Policy and Public Affairs, Mr. Tsunoda oversees the Communications, Community Relations, Government/Legislative Affairs and Strategic Development departments at CalOptima. He is primarily responsible for managing the agency’s external issues and activities, including interacting with the media, community-based organizations and other partners as well as elected officials in federal, state and local government. Prior to joining CalOptima, Mr. Tsunoda served in a number of leadership positions at the County of Orange, including as chief of staff to a member of the Board of Supervisors. Earlier in his career, he was also a key member of the government and external affairs staff for both the City of Anaheim and the Orange County Health Care Agency. Mr. Tsunoda graduated from the University of California, Los Angeles, earning a bachelor’s degree in political science with an emphasis in public administration. He has also been a member of the Aliso Viejo City Council since 2007, serving as mayor twice, in 2010 and 2014.
